  Rastriya Sam Vikas Yojana (RSVY)

The Rastriya Sam Vikas Yojana (RSVY) is an area specific programme initiative for addressing problems of backward districts. On the basis of incidence of poverty as indicated by a) Value of output per agricultural worker, B) Agricultural wage rate, & C) Percentage of SC/ST Planning Commission identified and funded eight of such districts in West Bengal viz. Purulia (2002-03), Jalpaiguri (2002-03), South 24 Parganas (2003-04), Paschim Medinipur (2003-04), Bankura (2004-05), Birbhum (2004-05), Uttar Dinajpur (2004-05) and Dakshin Dinajpur (2004-05). In this Utilisation Profile the expenditure status of these eight districts from April to December, 2005 has been captured.

     The utilization profile would indicate that there is need for a reasonably uniform pattern of expenditure in the districts, in different months and also among the sectors of the RSVY plan of any given district. All required steps for ensuring such pattern of expenditure need to be put in place.

     The districts now need to undertake concurrent evaluation of the schemes taken up for addressing pockets of backwardness in the districts. They also need to undertake sector-wise outcome of such initiative and assess them in the light of RSVY core intention. Based on the expenditure profile, output and outcome profiles need to be published by all the districts.
