The Development and Planning Department formulates Annual Plans and Five-year Plans under guidance of the State Planning Board and in consultation with other Departments of the State Government. The Department coordinates and monitors implementation of the Annual Plans as well as the Five-Year Plans. The Bureau of Applied Economics and Statistics, Directorate of Evaluation, Manpower and Monitoring, State Land Use Board, Uttarbanga Unnayan Parshad and Digha Development  Scheme are all under the administrative control of the Development and Planning Department. The Department administers important schemes like Bidhayak Elaka Unnayan Prakalpa (BEUP), Natural Resources Data Management System (NRDMS) and Rashtriya Sam Vikas Yojana (RSVY). This Department is also the nodal agency at State level for such nationally important scheme as Member of Parliament Local Area Development Scheme (MPLADS).
